To avoid certain errors from Exploratory, you need to enable the usage of UTF-8 on Windows explicitly.

To do so, go to the 'Region & language' settings of Windows. You can find this dialog by typing in 'language' in the search box, for example. Then click the 'Administrative language settings' link.

It should open a dialog that looks like the following. Click the 'Change system locale' button.

It should pop up another dialog. Check the checkbox shown in the screenshot, and click OK. The change will take effect after you restart Windows.
